      About the Lifeline Assistance Program

      The Lifeline benefit provides a monthly discount of up to $9.25. Consumers living on Tribal lands are eligible for an enhanced discount of up to $34.25 per month. Lifeline credits can be applied to either wireline or wireless services. If applied to wireline services, the discount will apply towards your broadband service. If you do not qualify under the broadband rules, the discount will apply to your voice service.

      How to apply for Lifeline credits

      • Step 1 - Submit your Lifeline application

        Apply Online: Visit the Lifeline National Verifier consumer portal at https://nv.fcc.gov/lifeline to get your qualification approved for the Lifeline program.

        TIP: Open the attached Kinetic by Windstream application form in step 2. As you enter your information into the National Verifier portal fill out the Kinetic by Windstream form the exact same way, including capitalizations and abbreviations.

        You may find out immediately if you qualify, However, if the Lifeline National Verifier cannot prove your eligibility automatically, you may be asked to supply more documents to the portal. Once you are successfully approved, you will receive an Approval Code Application ID (Q#). Then, continue to step 2.

        Apply by Mail: If you choose not to apply online, you may apply by mail. Visit the Lifeline National at https://nv.fcc.gov/lifeline, select the state you live in, and then click Paper Form. Fill out the Paper Form online and then print two copies. Then, mail to the Lifeline Customer Support Center:

        • One copy of the Paper Form

        • Household Worksheet (if applicable)

        • Copies of your proof of eligibility

        If you supplied your email address in Section 2 of the qualification form, the Lifeline Customer Support Center will contact you by email to let you know if your qualification was approved for Lifeline. Otherwise, they will contact you by mail. You will also receive an Approval Code Application ID (Q#).

        The second copy should be saved as Kinetic by Windstream will need this same information in step 2.

        Step 2 - Submit your Kinetic application

        Once you have been approved AND have received an Approval Code Application ID (Q#), complete the Kinetic by Windstream application form. It is imperative that you fill it out exactly as you completed the Application Form on the Lifeline National Verifier consumer portal, including capitalizations and abbreviations. Then, email the Kinetic by Windstream Lifeline form to [email protected]

        Once your form is received, the Kinetic by Windstream Lifeline team will process your application to enroll you in the Lifeline program and add Lifeline credits to your Kinetic by Windstream account. You will receive a confirmation email once the process has been successfully complete.

        NOTE: If you live in Nebraska you will also need to fill out the Nebraska Attestation Form.

      • Visit the Public Utility Commission of Texas' website at https://www.puc.texas.gov/consumer/lowincome/Assistance.aspx. Once you are approved, the state of Texas will notify Kinetic by Windstream and our Lifeline team will add Lifeline credits to your Kinetic by Windstream account.

      Your questions, answered.

      • If you have 25/3 Mbps or are subscribing to maximum speed available and it is over 4Mbps/1Mbps. If you do not qualify under the broadband speed requirements your voice service will be used for the Lifeline credit of $5.25. At least one of the services (voice or internet) must meet the minimum service standards to qualify for a Lifeline discount. 

        • If your household income is at or below 135% of the Federal Poverty Guidelines, or if you (or someone in your household) participate in: 

          • Supplemental Nutrition Assistance Program (SNAP), formerly known as Food Stamps 

          • Medicaid 

          • Supplemental Security Income (SSI) 

          • Federal Public Housing Assistance (FPHA) 

          • Veterans Pension and Survivors Benefit 

        • If you live on Tribal lands and your household income is at or below 135% of the Federal Poverty Guidelines, or if you (or someone in your household) participate in: 

          • Bureau of Indian Affairs General Assistance 

          • Head Start (only households meeting the income qualifying standard) 

          • Tribal Temporary Assistance for Needy Families (Tribal TANF) 

          • Food Distribution Program on Indian Reservations 

        • If you are a survivor, through one of the SCA-specific methods below: 

          • Household income is at or below 200% of the Federal Poverty Guidelines 

          • Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) 

          • Free and Reduced-Price School Lunch or Breakfast program 

          • Community Eligibility Provision (CEP) school or school district 

          • Received a Federal Pell Grant in the current award year. 

      • A household is a group of people who live together and share money (even if they are not related to each other). If you live together and share money, you are one household. If you live together and don’t share money, you are 2+ households. 

      • Lifeline rules state: only one Lifeline discount is allowed per "independent economic household" (household). But you can switch phone or internet companies at any time. 

      • Every year, USAC will check to confirm you still qualify. If they cannot confirm you qualify, you will receive an email or letter in the mail and may also receive reminders by email, mail, or pre-recorded messages on your phone. If you are asked to recertify, you must do so within 60 days, or you will lose your Lifeline benefit.

      Kinetic Gig Speed Fiber: Kinetic Gig Speed Fiber has up to 1 Gig upload speed, which is more than 25x faster upload speed than the best advertised 1 Gig cable internet speed, which has 30-35 Mbps upload speed as of June 2024.

      99.9% Network Reliability: Kinetic Network Reliability based on monthly service availability scores from March 2023 to March 2024 as measured by the Windstream Network Operations Center using the formula Available Customer Hours divided by Total Customer Hours (Available Customer Hours plus Customer Outage Hours). Customer Outage Hours does not include planned maintenance, emergency events (hurricanes, winter storms, mass flooding, etc.)

      Equipment: Monthly equipment fees may apply. Kinetic-provided modems are capable of in-home wireless networking but connected devices may experience speeds slower than advertised or referenced in your Internet plan. Modem equipment must be returned upon termination, and if not, Windstream reserves the right to charge for the modem or a $100 fee.

      Whole Home Wi-Fi Set Up: Whole Home Wi-Fi installation involves Kinetic connect the Kinetic Gateway (modem), Wi-Fi extenders (as needed), & Wi-Fi capable devices to the home's network.

      Whole Home Wi-Fi: After the first month, the standard rate for Kinetic Wi-Fi Gateway is $10.99/month. Kinetic Fiber customers may receive up to 3 Kinetic Wi-Fi Extenders for $4.99/month. Kinetic DSL customers may receive up to 3 Kinetic Wi-Fi $10.99/month. Each additional Kinetic Wi-Fi Extender is $10.99/month. Taxes, fees, and surcharges are applicable. Other restrictions may apply. An Internet Activation fee and a Professional Installation fee may apply. At the time of installation, Kinetic Wi-Fi Gateway will be configured to provided the fastest connection then available; individual device connections speeds will vary due to a number of factors including, but not limited to; number of concurrent users and device limitations.
